The current map is the result of a single 2018 Supreme Court ruling. In Murphy v. NCAA, the Court struck down the federal Professional and Amateur Sports Protection Act (PASPA), which had restricted state-sanctioned sports betting outside Nevada. The decision returned regulatory authority to the states. Within months, New Jersey, Delaware, and West Virginia opened sportsbooks; the rest followed in waves.
"Legal" means different things in different states. Most jurisdictions with legal sports betting allow both retail (in-person) wagering at licensed casinos and statewide online wagering through licensed operators. A smaller group permits retail betting only — sometimes through commercial casinos, sometimes through state lotteries or tribal compacts. A handful authorize sports betting exclusively at tribal gaming facilities, with no commercial or online layer.
